Chris Brown is really making his mark in his neighborhood ... literally. The 24-year-old rapper has infuriated neighbors by graffiti tagging his house and having loud parties. In January 2013, Brown got into an altercation with singer-songwriter Frank Ocean over a parking space, outside a recording studio in West Hollywood. Los Angeles police said that Brown is under investigation, describing the incident as "battery" due to Brown punching the victim. In September 2012, Brown was criticized for getting a new neck tattoo that look like the face of a battered woman.
